Well first of all, there haven't been many philosopher-kings in history, much to the dismay of Plato's ghost. And of the few that were, they might not have done so bad a job. Ashoka was a pretty amazing emperor, at least AFTER he became a philosopher. Can't think of other examples at the moment. Peter the Great?
